JHABUA DEVELOPMENT COMMUNICATIONS PROJECT (JDCP)

Two types of producers are making programmes for Jhabua Development Communication Project.

- In-house Producers
- Outside (Empanelled) Producers

Almost all programmes are made in Jhabua district. Some are also made in DECU Studio, Ahmedabad. Programmes are based on in-depth field research, real case studies and 'programme briefs' - prepared by professional, social researchers. The programme strategy is designed, continuously monitored and guided by separate script committee, preview committee, periodical field surveys, programme feed back, transmission feed back and numerous brain-storming discussions.

In the last two years our producers have touched upon a vast range of subjects. These are Jhabua specific. Such as agriculture, animal husbandry, poultry, fisheries, watershed, forestry, environment, education, health, hygiene, employment, government schemes, Panchayati Raj, social issues like alcoholism, crime, dowry, witch doctors, superstitions, over expenditure on marriage and death, informative and educational programmes during elections, campaigns for polio and pulse vaccinations, aids prevention, etc.

We have also given enough attention to the documentation of local talents, well- known personalities working in the various fields, local festivals, folk songs, dances, traditional drama formats, archeological heritage of Jhabua and developmental work done by NGOs.
We transmit daily news from Bhopal Doordarshan on JDPC channel as a part of our two-hour transmission,' which are five days a week, except Saturdays and Sundays.

We have found that 'children' are a major component of our daily viewers. Secondly, women' are also an important target audience of our developmental programmes. Hence, children and women are our special target groups. Several programmes are addressed to their needs.

Formats and Presentation Styles:
Producers have so far explored a number of presentation styles and programme formats. Most of the topics are presented in a drama format. It is a well-accepted fact that people in general, like to watch a realistic representation of their characters and surroundings with which they can easily identify.

In order to bring more authenticity and credibility, some producers prefer to mix the documentary format with drama. The actual coverage of place, person or event intensifies the overall impact of the programmes.

Since the life style of the Jhabua tribal is very simple, as well as, close to nature, they love their dances, songs, socio-cultural traditions, Bhili dialect, and their vast open countryside. It is a proven fact that the integration of all these elements in the programmes help to bring empathy or a sense of belonging.

Using a narrator, compere or a sutradhar, also helps in establishing a direct rapport with the viewers. The Narrator helps in interpreting or clarifying any complexity in the content of the programmes.

Inter-linking and Capsuling:
We have a two-hour transmission for five days a week, up-linked from Ahmedabad Earth Station. Timings are as of now: 1900 to 2100 hours. We relay and transmit 15 Mts. of News of Bhopal Doordarshan on all five days from 7.00 to 7.15 P.M. Then daily we have mainly four developmental - Jhabua specific programmes of around 20 Mts. duration each. Rest of the time is filled up by the entertainment programmes, short entertaining programmes such as songs, dances etc, development-related quickies. All major four programmes are interestingly linked up by Inter-linking announcements. Short dramatic pieces, with a couple of characters and a puppet. This style of inter-linking helps the village audience to enjoy and understand every programme in a better perspective.

We prepare all the programme capsules, date-wise for the whole month - 15 to 20 days in advance. For this purpose, we hold transmission plan meetings every month and schedule all the programmes. It is very important that while scheduling, many aspects such as annual calendars in all hardcore programmes, festivals, national celebration day's etc are taken care of.

Dealing with the empanelled producers:
Our in-house producers have a very long and rich experience of producing development and educational programmes for the community TV audience from the SITE and Kheda Communication Projects. But the empanelled producers have no such exposure and orientation. Hence, we arranged a daylong session twice with the~ to brief them regarding our communication philosophy and programme related guidelines. The regular interaction has certainly brought significant improvement in their productions. They have also realized the impact and importance of participatory programmes. The journalistic approach has certainly brought many case- studies into programme formats. Selection of the real case studies and individuals as their programme subjects has helped to understand internal dynamics of tribal society in more depth. Investigative objective approach has enhanced our credibility in the minds of the viewers.
