In the larger context, the efforts had been not only to evolve and demonstrate new approaches to the use of television for development and education, especially in rural areas, but also to try and chart out a more meaningful direction for Indian TV.

Another Important underpinning of the Kheda system was the fact that it was not only meant to serve Kheda district (and not Ahmedabad city, where the signal was unfortunately received), but to serve community TV sets in the Kheda villages. Thus, not only was the system concerned with a rural audience, but also with a community audience including those who cannot afford a radio, leave alone a TV set.
