JHABUA DEVELOPMENT COMMUNICATIONS PROJECT (JDCP)

Systems Approach

JDCP is dedicated to the task of meeting the challenge in a systematic way - both in terms of hardware and the contents and approach of the programmes.

The project acts on two fronts. JDCP broadcasts development oriented programmes to reach viewers every evening five days a week from Monday to Friday. Simultaneously it conducts Interactive Training Programmes (ITPs) in the afternoon for panchayat, block and district level functionaries.

Programme Production

An innovative and imaginative software approach using the sophisticated modern tools and yet rooted in the cultural ethos of the tribal people is the hallmark of TV programmes. To develop this insight a profile on Jhabua district was prepared which gave in depth understanding about developmental needs of the people, issues and challenges faced by them and existing developmental infrastructure. This enabled programme producers to produce entertaining, enjoyable and educative programmes. The information flow is two way: upwards as well as downwards. The programmes are made with the active participation of the local population.

Responsibility of programme production for JDCP shared by
In-house Producers
Empanelled (Outside) Producers

In addition to programmes produced specifically for JDCP some relevant programmes were acquired from outside agencies.

Programmes were based on in depth field research, case studies and 'communication briefs'- prepared by social researchers. The programme strategy was designed, continuously monitored and guided by separate script committee, preview committee, periodical field surveys, programme feedback, transmission feedback and numerous brainstorming discussions.

The areas covered for programme production were
agriculture, animal husbandry, poultry, fisheries, watershed, forestry, environment, education, health and hygiene, employment, government schemes, Panchayati Raj

social issues like alcoholism, crime, dowry, witch doctors, and superstitions, excessive
expenditure on marriage and death,
informative and educational programmes during elections,
campaigns for pulse polio and vaccinations

Children were found to be a major component of daily viewers. Women though found in smaller numbers, constituted an important part of the target audience. Several programmes addressing the needs of these special target groups were designed to attract and hold their attention.

Special attention was given to projection of local talent, well-known personalities working in various fields, local festivals, folk songs, dances, traditional drama formats, archeological heritage of Jhabua and developmental work done by NGOs.

Formats and Presentation Styles
Producers have so far explored a number of presentation styles and programme formats. Most of the topics were presented in a drama format. It is a well-accepted fact that people in general like to watch a realistic representation of the characters and surroundings with which they can easily identify.

In order to bring more authenticity and credibility, some producers preferred to mix the documentary format with drama. The actual coverage of place, person or event intensifies the overall impact of the programmes.

On completion of two years of JDCP everybody felt the need to decide on some thrust areas and 10 develop special programme packages for these areas.
