Human Resources

The implementation of the Indian space programme requires high quality human resources and their optimal deployment. DOS has taken several initiatives to recruit and retain high quality man power as well as planning the requirement well in advance, both for additional requirements and for replacement. The number of approved posts for DOS is 16,423, comprising 11,058 Scientific and Technical personnel and 5,365 Administrative personnel. The department has instituted appropriate measures to meet the basic needs of its personnel such as housing, medical, canteen, schooling for children, etc, as well as their training and career development

DOS initiated campus recruitment of Post-graduate scientists and engineers from premier institutes in 2000-01 to select best talents available in the country to serve in the space programme. The campus recruitment has been continued during the current year. In addition, a Live Register System to recruit scientists and engineers with Ph D in science and technology has been introduced during the year for recruiting them at appropriate times.

Training and development has been given due importance to update the knowledge base of DOS personnel. During the year, 108 in-house training programmes were organised in scientific, technical and administrative areas. These include personality development programme for Group-D personnel, computer training programme for administrative personnel, training on advanced software for engineers, management development programmes for middle and senior level managers, etc. In addition, employees have also been deputed
for external training programmes to meet specific requirements.

Progressive Use of Hindi
Implementation of Hindi in DOS has continued during the year. The Official Language
Implementation Committee (OLIC) of DOS and Centres held quarterly meetings to review the progress in the use of Hindi. In order to implement Hindi in more meaningful and effective manner and to evaluate the progressive use of Hindi, an Annual Inspection Programme was drawn up by DOS. The Second Sub-Committee of Parliament on Official Language has visited Physical Research Laboratory (PRL), Ahmedabad in October 2001 and inspected the position of Implementation of Official Language.

An Inter-Centre Technical Hindi Seminar on "Department of Space Towards Self Reliance" was organised by ISAC, Bangalore in September, 2001, in which a number of Scientists from DOS centres presented papers in Hindi.

The training programme in Hindi through Hindi Teaching Scheme and other Departmental arrangements have been strengthened. The percentage of employees possessing working knowledge of Hindi in all DOS/ISRO centres/Units has considerably increased to more than 80 per cent. Hindi Day, Hindi Week and Hindi Workshops have been organised in all DOS/ISRO centres/Units during which competitions in essay, noting and drafting, typewriting, quiz, poetry recitation, debate etc. have been held. The prize amount for various competitions to be organised as part of Hindi Week celebration, have been considerably increased.

The Department’s Annual Report, Performance Budget and the Detailed Demand for Grants were brought out in Hindi and English. The Annual Reports and the Audited Statements of Accounts of Antrix Corporation Limited, NMRF, PRL and NRSA have been brought out in bilingual form. Several pamphlets and stickers/posters on Indian Space Programme were brought out in Hindi also. Hindi books on selected topics were purchased for each Centre/Units of DOS/ISRO.

Arrangements have been made to send Parliament questions and answers through E-mail
to Rajya Sabha Secretariat. Information relating to Indian Space Programme, projects,
achievements etc. have been prepared in both Hindi and English and up-loaded on
ISRO Web- site.

In order to encourage employees to contribute articiles in Hindi for Inter-Centre technical
Seminar as well as for publication in in-house journals an incentive of Rs.1500/- has
been prescribed for each article accepted for Departmental magazine "Antariksh Bharath"
and there in-house Journals and a sum of Rs.2000/- has been prescribed for each
articles accepted for Inter-Centre-Technical Seminars.

"Antariksh Bharath" a quarterly Technical magazine of the Department is published both in Hindi and English simultaneously.

Housing
The Department of Space has been pursuing its objective of providing minimum level of housing satisfaction to the employees at Bangalore, Kharagpur and Port Blair. The status of availability of quarters at various centres is as follows:

Joint Consultative Machinery (JCM)
The scheme of Joint Consultative Machinery (JCM) of the Department continued to function satisfactorily during the year with constant interaction with the staff for amicable settlement
of issues involved. The 27th meeting of the Departmental Council of JCM was held on
July 17, 2001.

Staff Grievances Redressal Machinery
Staff Grievances Redressal Machinery as envisaged by the Government has been functioning satisfactorily in the Department. During the period from January 2001 to September 2001, a total number of 27 grievances were received by the Staff Grievance Committees set-up by the Department and all of them were disposed off.

Apprentice Training
Training of apprentices in the Technical and Commercial Trades, including graduate apprentices continued in the DOS Centres. During the year, 1056 apprentices were trained and, out of 1017 successful apprentices, 69 were appointed on regular basis in DOS.

Reservation in Services
Scheduled Castes & Scheduled Tribes: The Department continued its efforts to recruit qualified and eligible persons belonging to Scheduled Castes and Scheduled Tribes for appointment against posts reserved for them, as per Government orders on the subject. Table-I indicates the status of persons belonging to Scheduled Castes and Scheduled Tribes. The National Commission for SCs and STs reviewed the implementation of reservation policy of the Government of India in the Department of Space, in August 2001.

Other Backward Classes (OBC): Orders issued by Government for reserving certain percentage of posts filled by direct recruitment for Other Backward Classes have been implemented in the Department and 277 persons belonging to Other Backward Classes have been appointed by the Department so far. Among this 50 belonging to OBC were appointed during the year.

Physically Handicapped: Appointment of physically handicapped persons, in accordance with the policy of the government and orders issued from time to time, has been continued. Table-II indicates the status of representation of physically handicapped persons.

Ex-Servicemen: The Department has been implementing the order of government regarding rehabilitation and resettlement of ex-servicemen in civil posts. Table-III indicates the status of representation of ex-servicemen.

Women in DOS
About 17 percent of personnel in DOS are women as per details in Table-IV. The year 2001, which was designated as Women Empowerment Year, was observed in the DOS with the organisation of seminars and workshops in various Centres and Units.

Vigilance and Disciplinary
The Departmental vigilance machinery continues its efforts for expeditious finalisation of cases on hand. Periodical review of pending cases has been undertaken. The details of Disciplinary and Vigilance cases dealt during 2001-02 are given in table.
